Kim was born and raised in Arlington, graduating from Yorktown High School. Public service is a family tradition; her mother served in the Commonwealth Attorney's office, and her father was an Arlington County Firefighter, the second of four generations to wear that uniform.

Kim began her career in the Treasurer's Office in 1990. Over more than three decades of service, she earned a reputation for professionalism, innovation, and collaborative leadership, rising through the ranks, including from Assistant Deputy to Deputy Treasurer where she spent more than a decade leading the Compliance Division. In 2014, Treasurer Carla de la Pava selected her as Chief Deputy Treasurer.

Kim has consistently worked to strengthen collaboration across County government, serving on numerous interagency initiatives and working groups to improve services for the Arlington community. Her contributions have been recognized with multiple honors, including the Arlington County Manager's Excellence Award.

 

Committed to professional development, Kim earned the prestigious Master Governmental Deputy Treasurer certification through the University of Virginia's Weldon Cooper Center for Public Service, becoming one of Arlington's first deputy treasurers to receive the designation. She is also a graduate of Leadership Arlington's Class of 2019.

Kim has dedicated many years to supporting Arlington's youth through volunteer service. She has been an active volunteer with Arlington Little League and Arlington Travel Baseball and has played a leadership role with the Yorktown Baseball Boosters, where she served as both President and Treasurer.

Kim's lifelong commitment to public service, fiscal stewardship, and community engagement continues to guide her work on behalf of Arlington residents.
